Όas announced by Chania Minister of State and Digital Government Kyriakos Pierrakakis, from next month the Municipalities with a population below 100 thousand inhabitantsn will be able to submit proposals for their digital transformation.
In this way, the countdown begins for the second phase of the program "Smart Cities", Which was announced by Ministry of Digital Governance at the conference of the Central Union of Greek Municipalities in October 2021, was designed and implemented by the Deputy Minister of Digital Government Thodoris Livanos.
The submission of projects will be done digitally, through the Integrated Information System of ESPA (OPS NSRF), up to 31 of October 2022. For this purpose, the mechanism of the Ministry of Digital Government will be at the disposal of the Central Union of Greek Municipalities, but also of each Municipality separately, for any information or assistance needed regarding the preparation and submission of utilization plans for the program.
With the program of "Smart Cities»Gives all the Municipalities the opportunity to align with the central administration regarding the field of digital transformation. The purpose of the program is to upgrade the daily lives of citizens and local communities, by selecting those digital projects that best meet the priorities of each Municipality, through a list of projects structured in seven categories:
- Sustainable Movement
- Energy saving
- Reduction of Energy Footprint of Municipal Buildings
- Improving Citizen and Business Service
- Improving the Quality of Life
- Strengthening Local Democracy, Consultation and Transparency
- Protection against Cyber Attacks and Enhancement of Digital Infrastructures)
The action for them 315 Municipalities funded with approx 230 million by European Regional Recovery Fund (ERDF). The amounts available to municipalities range from 210.000 € (for very small municipalities) up to 2.770.000 € (for municipalities with a population of slightly less than 100.000 inhabitants). It is pointed out that each Municipality knows in advance the amount of funding, in order to select the appropriate actions.
It is reminded that the program is already in progress for them 16 Municipalities above 100.000 inhabitants plus the Trikala, due to the significant digital infrastructure they have already developed. The financing of the first stage, amount 90 million, is done with resources from Recovery and Durability Fund.
In detail, the 38 actions, among which each Municipality is called to choose those that meet its needs, are the following:

- Intelligent system to ensure accessibility for people with mobility problems
- Smart pedestrian crossings and friendly for the disabled
- Traffic information systems
- Smart trash cans
- Lamp connection to a central management computer center
- Traffic Office Organization and Municipal Vehicle Fleet Management.
- Intelligent energy management systems for municipal and school buildings
- Intelligent lighting systems inside municipal buildings
- Smart City / Municipality Guide with registration of local businesses and promotion of offers
- Municipal cemetery management system and digitization of files
- Kindergarten management platform, parent information with smart application
- Digital Platform for the management of vulnerable groups
- Management of indoor and outdoor sports, culture and entertainment venues (lesson planning, parent information, games, mass sports, etc.)
- Digital Popular Markets Management Platform
- Electronic document handling system and digital signatures
- Electronic payment management system
- Providing telemedicine systems to vulnerable groups for remote diagnosis
- Cultural - Sports events - E-ticket management
- Installation of smart air quality measurement systems in the municipality
- Installation of intelligent water quality measurement systems (drinking, rivers, lakes and seas in industrial applications, etc.)
- Digitization and DEYA file management system
- Intelligent system for warning and dealing with dangers (floods, fire, earthquake, etc.) within the boundaries of the municipality and in accordance with their responsibilities.

- Urban green and common areas management system.

- Digitization of local cultural heritage

- Electronic Budget Consulting System, Technical Program
