What do the new rules for E-Commerce and consumers bring to the European Union?

The problem of unjustified geographical restrictions prevents a consumer who uses the internet in a country of the European Union, from making a purchase from a website located in another country. For example, 63% of websites, in 2015, prevented users from buying products through online shopping between different countries of the European Union, with the problem being more than big.

The new rules regarding this, apply from December 3, 2018 and remove these restrictions depending on the nationality or place of residence of consumers who make online purchases. These rules from the European Union will prevent redirection to a website of the country from which the prospective buyer of a product comes from and also the obligation to pay by credit or debit card belonging to a specific country. What online sellers need to do is treat all consumers in the European Union in the same way, regardless of the state in which they shop.

As for what the new laws on geographical restrictions do not cover, they do not apply to transport services, financial and audiovisual services as they are determined by specific legislation that concerns each service separately.

Parcel delivery services between countries are on average three to five times more expensive than those provided within the country for all products. 62% of companies that want to sell their products online take into account the cost of transportation costs. In addition, the new rules on inter-state parcel delivery services, effective from May 2018, aim to ensure transparency and competition in the cost of transport costs and enable the consumer to find the most economical price among its Member States. The European Union.

What the new rules change is that there will be no ceiling on delivery prices, while companies will have to make their prices known in a clearer way so that the consumer can make the relevant comparisons even more easily. In addition, from 2019 consumers will be able to consult parcel delivery prices on a special website on the European Commission website.

Another change that will come in January 2020, has to do with the protection of online consumers by the authorities of each state who will be able to remove websites and social media accounts that are misleading and intended to deceive consumers. . They will also be able to gather information from internet service providers about the identity of the online stores responsible for these scams.

The European Commission has proposed new rules on the rights of consumers who have access to digital material and services. For example, if a consumer receives digital material that is not the same as what he agreed with the company where he bought it, they will have rights against them, as well as when the consumer gives personal data to the online store without having paid .

In April 2018, new regulations were proposed by the European Commission to consumers on their rights, which will be available in all languages ​​of the European Union. Online stores should now inform consumers that they are buying a product from a professional or individual, so that they are aware of their rights if something goes wrong. Also, when searching the internet for consumers, they should be informed that the result of their search includes those who have paid to have their product appear first in searches. With regard to digital services, when consumers purchase this type of service, they will have the right to cancel it within 14 days from the date of purchase.

European citizens can use their online subscriptions to movies, sporting events, e-books, video games and music when traveling to EU countries, which has been in effect since April 2018. In addition, the European Commission is working to create a modern framework for intellectual property rights in the European Union that will allow other countries to access online material, making licensing for electronic broadcasting easier.

 

Finally, the new rules of the European Union concerning the audiovisual media have been agreed but are not in force, while at the same time adapting the existing rules to the digital age and promoting European works while preserving cultural diversity.
