ELTA: Restoration of the duty-free limit of 22 € on parcels αλ .but… (Updated 11-02-2020 23:50)

The TechValue After the publication made about the illegal charging by ELTA based on a European regulation, the citizens woke up and reacted.


ΜUntil our publication, the people were not sure whether it was illegal or not for ELTA or the customs to charge 15 €, even a mobile phone case at a cost of 1.5 €. Let's look at the facts though.

Timetable:

  • 03/02/2020: ELTA raises the new price list which clearly states that from 0 € worth of packages the recipients will pay 15 € with the only exception of the letters (letters).
  • Since then, all the media (blogs, websites, etc.) announced the new measure as if it were something completely normal… without even a single negative comment.
  • 09/02/2020: First in Greece we upload to TechValue.gr the news that the hike is illegal based on European law. You create indignation from the citizens after almost 100 notifications of the news were made. On the same night of Sunday, ELTA lowers the price list for fear of a fine from the EU and reactions in ELTA stores from citizens since they now know the truth.
  • 11/02/2020: This morning the new price list was raised, which restores the limit of 22 € BUT IT REMAINS ILLEGAL as it has a big trap that we will see below.

Above is the new price list of ELTA with the asshole and the return to the limit of 22 €. However, just below where this little text is, it essentially nullifies the 22 € limit and states:

Attention: In the items selected by the Customs Authorities for further control but have a customs declaration with zero taxes and duties, the customs duty is set at 15 €

For a start, let's correct the ELTA as the tone in "further" is wrong. What is described in the text translates as follows: If the customs officer considers that a parcel that, for example, states a value of € 2 on the label, needs to be checked, then the recipient will pay a € 15 hike even if he can prove that his parcel actually costs € 2.

That gives her illegal freedom at customs to charge 15 € without any other action. Without asking for proof of payment from the recipient since in most cases small parcels will no longer be needed. After either entering the process to send a payment receipt or not will pay 15 € and only that the customs entered the process to "process" eg a parcel worth 2 €.

It is understood that even this charge remains illegal since in 90% of cases of small parcels it is not possible for the actual cost of processing by the customs to be € 15. And to be more honest, in fact, there is no substantial check on the packages in most cases, they will only charge a fee of 15 €. This is exactly how they solve the problem of workload without the need for new hires and at the same time illegal increase of income.

What to do!
The law of the European Union that violates the ELTA and the customs is here.

Those who pay the hike of 15 € for parcels worth less than 22 € have every right to refer to the European law and to ask for explanations for the processing process from the customs where your parcel occurred and was costed at 15 €.

EU law clearly states that processing costs are NOT allowed to be higher than actual.

But because they also have debts with the courts, it is best to get the proof that you paid 15 € to make a photocopy of the proof of purchase of the object, eg 1-2 €…. And after a direct appeal to the European courts, not even in Greek, because they will not even deal with it…

It is unacceptable illegal and abusive what they are going to impose.
It is very easy and simple for ALL packages to be charged for customs control and without any information, control by the individual citizen.
Immediately implement the directive of the European Union and stop the arbitrariness.
