National Broadband Plan: New Voucher for Fiber Optic Network Subsidy (FTTH) is coming in

In accordance with National Broadband Plan 2021 - 2027, the coupon for the installation of fiber optics inside the buildings is included in Recovery Fund with a provisional budget 131 million.


Αfrom the first quarter of 2023 the new coupon will be ready through which detached houses or apartment buildings can subsidize the installation fiber optic infrastructure inside buildings.

It's about it second broadband support coupon after the known Super-Fast Broadband (SFBB) which subsidizes part of the connection equipment and the monthly cost for broadband services with a download speed of at least 100 Mbps that can be directly upgraded to 1 Gbps.

In accordance with National Broadband Plan 2021 - 2027 launched last week in a public consultation, the coupon for the installation of fiber optics inside the buildings is included in the Recovery Fund with an interim budget of € 131 million in public support. Detailed project preparation (including wiring specifications, coupon pricing, project implementation guide and IT system) is expected to be completed by the 4th quarter of 2022. Tthe coupon is expected to be available from the first quarter of 2023 by the end of available resources or at the latest in the fourth quarter of 2025.



As pointed out in the text of the Plan, in Greece most buildings are not equipped with fiber optic wiring from their construction, while the cost of installation at a later stage hinders the adoption of high-speed services. The aim of the investment is to promote the connection of end users with very high capacity networks (VHCN), which are developed near their homes, by reducing the cost of internal wiring which is a significant part of the total cost.

Η implementation authority will be the General Secretariat of Telecommunications and Post. The investment will be based on a demand subsidy program (coupon), aimed at individuals and small businesses for upgrade the internal wiring of their building, so that they are ready for connection to a very high capacity optical network. Both detached and apartment buildings will be eligible and, in the case of apartment buildings, more coupons will be grouped so that the internal wiring covers all apartments.

The redeemed coupons «will cover the cost to the installer or telecommunications provider who will carry out the construction. In any case, the internal network will belong to the end users (either individually or to co-owners in case of an apartment building) and, therefore, open and non-discriminatory access to the internal infrastructure will be ensured from the beginning.».

Η value of the grant will be determined (regardless of the actual cost charged by the installer or telecommunications operator to the end user), based on the number of floors, apartments and spaces to be connected, so as to reduce management complexity. Only buildings without proper pre-existing internal wiring will be eligible for the coupon. The estimated number of targeted buildings is 120.000.

At the same time the government extends the SFBB coupon launched in 2019 by the General Secretariat for Telecommunications and Posts and has already been extended until March 2022. The coupon covers part of the connection cost (ie one-time connection cost of 48 euros), and high-speed Internet connection cost of 13 euros per month for a maximum of 24 months.



It has an annual budget 50 million. It Ministry of Digital Governance plans to further extend the time frame of the Voucher Plan SFBB for its entire time horizon National Broadband Plan that is, until 2027.

It is reminded that the Greece ranks last in the EU in terms of broadband penetration with download speed at least 100 Mbps. Although the coverage of fiber optic networks up to the house (FTTHthrough a combination of private investment and public intervention, access to services remains a challenge and the main precondition for increasing penetration is National Broadband Plan.
