ELTA: Instructions for changes in markets from third countries - What you need to know

Clarifications for the abolition of VAT exemption on items up to 22 euro but also to change object import procedures E-commerce worth up to 150 euros give with their announcement the ELTA to customers.


Σspecifically, with their announcement the ELTA inform their customers that, due to the entry into force of new European Commission e-commerce VAT measures (E-commerce), from 1 July, will be required to pay VAT even for online purchases of less than 22 euro which will be imported to Greece from third countries, from this date, regardless of the day of purchase, which until now were exempt from relevant charges.

The European Commission communication emphasizes the need to impose new rules and obligations due to the rapid growth of e-commerce, which was accelerated by the pandemic, for items of value up to 150 euros (B2C), in order to ensure a level playing field, to ensure transparency for consumers and to combat tax evasion and significant losses of VAT revenue for Member States.

In our country, the Independent Public Revenue Authority (AADE) issued detailed instructions according to which the tax can be refunded in two ways:

1. Special import regime (import one stop shop-IOSS), where the online seller is liable to the tax and the tax is paid through an electronic portal "one-stop shop».

2. Special arrangements for its declaration and payment VAT (special arrangements), where the recipient of the parcel is liable to the tax and the tax is paid, on his behalf, by the postal operator.

This new process, as long as the items are worth up to 150 euro sent by the countries, under the responsibility of the sender, with all the required mandatory information in electronic form or through the IOSS regime, will not incur any charge from the ELTA for their customs clearance.



Possible charges for customs clearance work will be available only for those items that are not accompanied by the necessary electronic information and in the case of sampling, in accordance with the procedures imposed by the AADE.

It is emphasized that the VAT imposition is applied taking into account the time of entry of the goods into EU. - and not the time of ordering or shipping the goods - and this will result in a VAT charge for consumers who have made purchases before the July 1th.

The ELTA, in the same announcement, ask their customers to understand about possible delays in the delivery of items from countries outside EU. due to their tax management at the country's customs, due to the implementation of the new European directive.

It is noted that the European Post Association (PostEurop), of which ELTA, pointed to EU. the need to set a transitional period to avoid delays and unexpected charges ΦΠΑ by consumers, but to no avail.

For their part, the ELTA are obliged to comply with the new EU policy, following its instructions AADE, while at the same time making every effort to facilitate their customers in the new framework that is being created.
