The Internet is a huge source of information, entertainment and work, but according to many experts, it also has some disadvantages. The TCP, the Transmission Control Protocol that is part of the Internet Protocol is a reliable, hierarchical and error checking method for distributing data over an IP network. TCP requires roundtrip communication between the server and the client before the connection is initiated, which is intensified especially if we add extra layers of security such as SSL encryption.
Google's proposal wants to use a reverse procedure with UDP and an experimental protocol called QUIC. The acronym incorporates the words "Quick UDP Internet Connections" and utilizes the User Datagram Protocol and an improved version, since by nature UDP does not have the reliability of TCP, but instead does not have the same degree of latency as the latter. THE Mark Nottingham who leads the HTTP working group but also the QUIC working group (IETF - Internet Engineering Task Force) proposed to rename HTTP-over-QUIC to HTTP / 3 which the committee seemed to accept as a name.
