ΝLet me start by cheating on the questions I asked above and the answer is YES! Today we will enter the paths of used cars where many times there are real diamonds!
The whole project in my mind was with 50 euros to make a desktop computer and 4k content player, that is, to be able to do today's "basics" with comfort and in the future to make it play games.
So after a lot of searching, with some exchanges between two ads the result was unexpectedly good!

Why not a Raspberry Pi? (or similar)
(unless of course you want Windoze…)
Although, they also include Windows and Raspberry
Summary:
I did not fix it, but I bought a ready-made set of 50 € and put windows 10 (instead of an ssd that I do not clarify if it counts in the total cost). I put led and neon that I had and I do not count them in the cost (kangaroo = invaluable value… 0 €).
