US: China's progress in artificial intelligence is of great concern

The commission believes that an allied effort to use AI for artificial intelligence purposes is important, said Robert Wark, NSCAI Vice President and former Deputy Secretary of Defense. NSCAI has been in talks with Japan, Canada, the United Kingdom, Australia and the EU, Wark said.

According to the report, China is investing more than the US in artificial intelligence. "China is taking advantage of the open nature of American society in many ways - some legal, some not - to transfer AI know-how," the report said, amid a period of heightened tensions between the two countries.

"China is facing two areas. One is the field of face recognition tracking. Another is economic technology. That does not mean it's generally artificial intelligence, "said Eric Schmidt, chairman of the committee and one of a number of tech executives on the committee.

According to a poll of researchers by the commission, China is a "fast follower", but "the best and most original papers still come from the West," Schmidt said, adding that there was still a way for the US to win. the technological race.

Schmidt is a technical consultant at Alphabet, Google's parent company. He previously served as CEO of the company and previously as CEO of Google. Also on the board are Andrew Jassie, CEO of Amazon Web Services, and Safra Katz, CEO of Oracle Corp.

Part of the commission's report was about whether US cooperation with Chinese AI researchers should be banned. The challenge here is that such restrictions could hurt the US economy. However, committee members did not propose solutions, noting instead that the choice does not have to be "dual, between co-operation and disengagement".

However, it was noted that the United States should be open to cooperating with China in promoting the responsible use of AI - for example in the common ban on the use of AI for the licensing of nuclear weapons.

The commission also expressed concern that China, through the use of artificial intelligence to violate human rights, would set a bad example for authoritarian regimes. It also stressed that, apart from China, "at least 74 other countries are engaged in AI monitoring" including half of the "advanced liberal democracies".

Regarding the activism of technology workers, who oppose cooperation with the US military, the report states that "ethical and strategic necessity are compatible." In addition, there is widespread support for making technology secure, "but the committee is concerned that this consultation will paralyze the development of AI".
