The Developer version is already with Android 9 ROM, but if you have the Global Stable version on your device, you will wait about 1 month until Xiaomi releases it, and download it to your device via the upgrade app.
If you have our XTRV ROM, you can download the Developer version with Android Pie from the link in this article.
