Maybe China will win the future of technology and hurt the US economy and military
Μa new report from SCMP (Special Competitive Studies Project) chaired by the former CEO of Google, Eric Schmidt, raises alarm bells about China's potential to win the future of technology and hurt the U.S. economy and military.
The report entitled "Mid-Decade Challenges to National competitiveness", was compiled over a period of 10 months (Oct. 2021 to Aug. 2022). During this period, four board meetings and 26 meetings were held with more than 225 experts, including "government officials, technologists and academic leaders." The conclusions show that the science of microelectronics, the artificial intelligence and 5G is "technologies that will shape destiny» of the US between now and 2030.
The report states that these three areas of technology "tell the story of a nation (and its allies) coming perilously and unwittingly close to ceding its strategic technology landscape and the ability to shape the future." This is because the US economy, society and national security rely on them, which is why China gaining dominance in these areas is seen as so dangerous.
The US government is taking a much tougher stance on China and its access to advanced technology this year, and as reported by The Register, this new report helps to understand why.
In a section entitled “What Does Losing Look Like?”, the worst case scenario seems to be a situation where China takes control of Taiwan and cuts off the supply of rare minerals to the US. Which would mean that “the US military would take a big hit and the nation would sink into recession. Americans will be forced to live in a world where China can turn off the technology faucet."
Η SCMP believes that the five years 2025-2030 it is a critical period, during which China will try to strengthen its military capabilities while executing its "techno-economic strategy". The US can address this threat by:
- Leverage innovation in commercial, academic and government sectors to create an advantage in critical technologies.
- Using government intervention and investment to bring tech manufacturing back to the US.
- Organization of AI governance, also enabling technological innovations as well as their rapid implementation to improve lives and gain advantage in many sectors.
- Focus on technological solutions and high requirements so that the internet remains constantly operational and secure.
- Adoption of a new military strategy referred to as "Offset-X" and focused on "distributed and networked operations, collaboration and teaming of human resources with technology, supremacy in the software development race, and greater cooperation with allied countries in the technology sector."
- Digital transformation of the US secret services. leveraging "a technology-driven open source organization" and creating new capabilities to capture foreign economic, financial and technological information.
