I did the steps you wrote for Hyper Os on Xiaomi 13 Lite, but still nothing.
Something I noticed is that in the tab that says android version, I open XIaomi Community, there I select device and Region and it shows the Rom of the first version of HoS.
I downloaded the zip file but it still can't upgrade.
Also from developer options I have opened OEM bootlaoder unlock option.
Some help maybe?

Dear Peter,
If your device is running an original Xiaomi ROM and you haven't unlocked the Device Bootloader, then from settings >> Additional Settings >> Language and region, change the Region (Country) to Switzerland or Poland to speed up the upgrade to HyperOS .
Once you receive a notification to upgrade to HyperOS and the installation is complete, then you can again turn the region back to Greece...

Normally you should get the upgrade notification on your device.
You can download the ROM yourself and do the upgrade, as long as you download the right ROM for your device.
If your device has a European ROM You should download the corresponding EEA ROM and not the Global one or vice versa if you have the Global ROM installed on your device.

Try going to Settings >> Application Manager >> Upgrade and select Clear Data

Updates are not made simultaneously in all countries and on all devices.
They are done in waves and there is a case when the notification for updating appears on the devices.
This is to prevent congestion on Xiaomi's Servers.
Next time you may be more fortunate to receive the upgrade sooner rather than later.
The ROM you put in your device is the official Xiaomi one.
