Digital Vehicle Transfer and MyAuto officially launched

The two new digital services, Digital Vehicle Transfer and MyAuto, the political leadership presented on Friday morning at a press conference held at the Hellenic Automobile Museum of the Ministries of Digital Governance and Infrastructure and Transport


ΟTwo new digital services were designed and implemented in the context of the use of digital tools to facilitate the daily life of vehicle owners and drivers.

The Ministers of Infrastructure and Transport were present Kostas Karamanlis and State and Digital Governance Kyriakos Pierrakakis, the Deputy Minister of Infrastructure and Transport, responsible for Transport, Michalis Papadopoulos and the General Secretaries of Digital Governance and Process Simplification Leonidas Christopoulos, Public Administration Information Systems Demosthenes Anagnostopoulos and Transportation Yannis Xifaras, who presented the two new services and analyzed their operation.


Digital Vehicle Transfer


The vehicle transfer process designed and implemented by the Ministries of Digital Governance and Infrastructure and Transport is becoming digital and particularly simple. According to what is defined in article 82 of law 4954/2022, the process will be completed through it drivers-vehicles.services.gov.gr, with minimal actions on the part of both the seller and the buyer.

The advantages of the new process are as follows:

  • The control of transfer conditions is automated
  • The presentation of supporting documents is abolished
  • The digital certificate is established, with which the buyer can immediately insure the vehicle
  • The seller is released from the obligation to visit the service
  • The time required to check the application by the competent official is reduced
  • Transparency is enhanced, and the buyer's access to all the details of the vehicle for sale (frame number, date of first license, date of import into the country) is ensured.

The new procedure is part of the National Program for the Simplification of Procedures of the General Secretariat for Digital Governance and Simplification of Procedures. All the information about the vehicle will be retrieved automatically, through the Interoperability Center of the General Secretariat of Public Administration Information Systems. Thus, the supporting documents whose presentation is abolished are:

  • Valid Technical Inspection Certificate (MOT)
  • Certificate of non-payment of traffic fees from the competent authority DOY
  • Responsible declarations/applications

The whole new process is described in detail in the user manual, which can be found at drivers-vehicles.services.gov.gr/content/manual-mv.pdf.

In short, the seller:

  • enters the drivers-vehicles.services.gov.gr with two levels of identification, i.e. initially with his codes at Taxisnet, and then with a one-time code (OTP – One Time Password), which is sent to the certified mobile phone number that the citizen has already registered in National Register of Communications (NRC).
  • chooses the vehicle he wishes to transfer and the Transport service that will handle the process and
  • introduces the VAT of the prospective buyer.
  • Immediately after, the platform will send a notification with SMS and email to the buyer. After the latter is identified on the platform and accepts the transaction, the transfer will be completed, with the seller receiving a relevant notification.

After completing the application submission, the buyer will digitally issue, via gov.gr, a certificate of submission of the request and fulfillment of the conditions for the transfer of ownership of the vehicle. With this certificate, he will be able to insure and circulate within the Greek territory the vehicle under transfer for a period of thirty (30) days. The confirmation of submission of a request and fulfillment of the conditions for the transfer of ownership of the vehicle will also be posted on the personal mailboxes (my.gov.gr) of the buyer and the seller.

As soon as the competent Transport department issues the new registration permit, the buyer will be notified to collect it, providing proof of payment of the permit and vehicle transfer fees.


MyAuto


The MyAuto constitutes the electronic file of each vehicle. Through this specific service, citizens can access all the information about their vehicle at the push of a button. It is the first time that citizens can have a complete picture of their vehicle without multiple and time-consuming visits to public services.

Through MyAuto, vehicle owners have real-time access to all those details of their vehicle, as they are kept in the registers of Public Administration bodies. Data are grouped into categories based on the registers from which they are drawn. The information collected is as follows:

  • Details of traffic permits, which are obtained from the Registers of the Ministry of Infrastructure and Transport.
  • Details of vehicle technical inspections - KTEO, which are drawn from Registers from the Ministry of Infrastructure and Transport.
  • Road, property and property tax payment details, which are drawn from Registers by the Independent Inland Revenue Authority.
  • Find vehicle insurance, which is pulled from Registers from the Auto Accident Liability Insurance Information Center.

The service is part of the National Program for the Simplification of Procedures of the General Secretariat for Digital Governance and Simplification of Procedures. The productive operation of the platform is supported by the General Secretariat of Public Administration Information Systems, which is also responsible for the Interoperability Center, through which all relevant public registers are interconnected. Finally, the platform was implemented by the National Network of Technology and Research Infrastructures (EDYTE SA – GRNET) body of the Ministry of Digital Governance.


Access to the service is done using codes Taxinet, either from myauto.gov.gr, or through gov.gr, in the section "Property and taxation»And the subsection«Vehicles». Thus, the citizen can see and control for each of his vehicles:

  • The details of the marketing authorization
  • If he has paid Traffic Fees
  • If his vehicle is moving or stationary
  • If his vehicle is stolen
  • The result of the Technical Control (KTEO) and the date of the next control and
  • Vehicle insurance details

It is recalled that the two new digital services come to frame the initiatives taken over the last three years by the Ministries of Digital Governance and Infrastructure and Transport to digitize and simplify procedures for vehicle owners and drivers.

In particular, so far the following digital services have been put into operation:

  • Temporary driving license
  • Driving license renewal
  • Copy of driving license due to theft / loss / damage
  • Replacement of driving license with a new type
  • Renewal of a moped license
  • Copy of vehicle registration license
  • Calculation of fees for the transfer of a passenger or two-wheeled vehicle
  • Traffic sign inside the ring of Athens
  • Electric vehicle free parking sign

The Minister of Infrastructure and Transport Kostas Karamanlis said:

Within three years we have managed to realize a set of projects that allow the electronic processing of services, always for the benefit and convenience of the citizen. A series of projects that have come true and we have used a clever title digital services for driving. We did something that had not been done for 38 years, we acquired a new information system, so we are taking the Ministry of Transport out of a truly digital Middle Age.

The question for what we are doing - and I refer to the Government as a whole, but also in particular to our collaboration with Kyriakos Pierrakakis and the Ministry of Digital Governance - is how with every action and every decision we make to improve and facilitate the everyday life of citizens. To take one step at a time, to make the lives of all of us a little easier, a little better. Don't hide behind our finger. Some of the services in the Ministry of Transport were really inconveniencing the citizens.

We were in a digital Middle Ages. Today we are breaking bureaucratic anchorages, which in many cases reproduced phenomena of opacity and entanglement, phenomena of transaction. We also did something that seemed simple but had never been done before: We now use a transceiver to be able to travel the entire national road network. We did your provisional driver's license, driver's license renewal, and more.

The Minister of State and Digital Governance Kyriakos Pierrakakis said:

Today we are adding two very essential services to our collaboration with the Ministry of Infrastructure and Transport. With digital vehicle transfer we create a standard process whereby all the documents of a vehicle purchase and sale are drawn up digitally, making the life of the seller and the buyer much easier and transactions even more transparent. And with MyAuto we get an "electronic car folder", in which owners will be able to see all the details of their vehicle in one place, digitally and in an understandable way. The cooperation between the two Ministries is really the best possible.

We are all looking forward to the next step that will be taken at the end of the month, when the driver's license together with the ID will now be entered into our mobile phone – and, specifically, into the Gov.gr Wallet, something that really and symbolically establishes a change seasonal.

The Deputy Minister of Infrastructure and Transport, responsible for Transport, Michalis Papadopoulos said:

The two Ministries have developed a partnership that produces measurable and qualitative results in a short period of time. To date, 405 temporary driving licenses have been issued, and every prospective driver who passes the practical test can print out the temporary license from their computer within one day and drive their car.

In the Diploma Renewal, 20.000 applications have been submitted to date, as citizens can digitally renew their driver's license that ceases to be valid due to age limits or for medical reasons, as well as professional licenses. The physical presence of the citizen is only required during the medical examinations, while the digital process is supported by HDIKA and has already been used by approximately 4.500 doctors across the country. They have examined more than 17 thousand citizens and issued about 36 thousand medical certificates. Similar is the response to the digital application for the issuance of a copy of a registration license due to loss, theft or damage via gov.gr.

Citizens have filed online: more than 30.000 applications for diploma replacements and 9.200 applications for copies of vehicle registration licenses. In total, more than 45 diplomas have been issued using the new applications, while more than 30 SMS are sent every month informing citizens about the status of their application.

The General Secretary for Digital Governance and Process Simplification Leonidas Christopoulos said:

Through the programmatic agreement of the Ministries of Digital Governance and Infrastructure and Transport, the first concluded under the National Process Simplification Program (EPAD) in January 2020, we have implemented important simplification and digitization actions in the transport sector, which reduce administrative burdens and bureaucracy. The transfer of a vehicle is a process that will substantially facilitate the daily life of thousands of citizens, as approximately 300.000 transfers are made annually. With the new digital service, the checking of conditions is automated, the presentation of supporting documents is abolished, there is complete transparency, while the trust of the state towards the citizens is strengthened, who with the certificate through gov.gr can immediately insure and circulate the under vehicle transfer.

The General Secretary of Public Administration Information Systems Demosthenes Anagnostopoulos said:

MyAuto is the new digital service for the citizen to directly see information about his vehicle, as it is available in the registers of the Public Administration bodies. Until now this required time-consuming visits to public services. The purpose is to know the data available to the State, but also to know better what applies to our vehicle.

Based on the successful Know Your Customer, but for the vehicles of every citizen, directly answering the questions: What are the details of my vehicle? Has the road tax been paid? Has it passed KTEO and what is the expiry date of the technical inspection? Is it insured and for when?

The Secretary General of Transport Yannis Xifaras stated that:

the effective cooperation of the two ministries is reflected through a series of actions that have been carried out so far, most characteristic of all the issuance of a digital certificate for the entry of vehicles into the ring, which was carried out under intense time pressure.

As for the MYFAI he described the process by which the charging infrastructures are registered in the register, analyzed the map with the charging points and the data for which the drivers will have an image and emphasized the importance of the specific platform for the enhancement of electric mobility.

Finally, he mentioned that in September the relevant application will be available for mobile devices (Android and iOS).
