EETT: it is now free to terminate contracts

ΑAs of today, October 1, the second stage of the regulations provided for in the General Licensing Regulation of EETT, which was published in December 2017, enters into force. in telephony and Internet.

The most important obligations imposed by the second stage of regulation, among others, are summarized in the following issues:

  • Greater transparency regarding contractual terms: The first page of the contract must clearly state the date of signing, the final charge price of the asset and the services included in it, the amount of any subsidy and its amortization, as well as any fee for termination / termination of a fixed-term contract. The subscriber must also be provided with features such as the immediate activation of the connection, the setting of a charge limit for the activation of outgoing blocking, the exclusion of the number from telephone directories.
  • Longer deadline for contract termination: The deadline for the termination of a fixed / indefinite contract at no loss is increased, in case of unilateral modification of the contract terms or tariffs by the provider.
  • Information for exceeding the consumption limit of mobile telephony programs: The mobile subscriber must be informed when more than 80% of the minutes / SMS / MB of the prepaid program or package of services are exceeded. Especially for MB, it is also obligatorily updated, when it consumes 100% of the volume.
  • Automatic account credit for defects: If the damage exceeds two working days from the day of its declaration, the part of the fixed amount corresponding to the period of interruption of the provided services must be credited automatically and within four months to the subscriber's account.
  • Free fault service line from any network: In case of failure, the subscriber can call, free of charge, from all fixed and mobile telephony networks the fault service line available to the provider.
  • Greater flexibility in how to terminate a contract: The subscriber can terminate the contract, either at the provider's stores, or by sending a letter / fax or by e-mail. The service must be discontinued within two working days for mobile and eight for fixed telephony (unless the consumer has requested a specific date).
  • Prohibition of termination / contract renewal fee: The provider is not allowed to charge a disconnection fee due to interruption / termination of either an indefinite contract or a prepaid telephony connection. It is also prohibited to impose a renewal fee for a new fixed-term contract on an existing subscriber with an indefinite contract.

It is reminded that the first stage of regulations, which have already been implemented since December 2017, with the adoption of the Regulation, includes the following:

  • Fixed-term contract: The provider is not entitled, during the specified time of the contract, to increase the fixed or decrease the talk time / data volume of the service plan.
  • Sending accounts: In all new contracts, including the renewal of existing contracts, the subscriber chooses from the outset whether he wishes to receive the bill in paper or electronic form. In case the subscriber does not choose and, if his connection includes Internet services, the bill is sent electronically or in print at the choice of the provider. The subscriber has the ability to change the way the account is sent at any time.

The next and final stage of arrangements is expected to be implemented at the end of December 2018.
